Abstract

TELECOMMUNICATIONS FOR DEVELOPMENT SOUTH EASTERN EUROPE CONFERENCE ON POLICY AND COOPERATION IN TELECOMMUNICATIONS

The intentions of Montenegro are directed towards the technological development and integrative processes based on interests of the states in the region and Europe. Such an approach correlates with the orientation and policy of Montenegro to actively demonstrate its desire and need to be an active participant in integrative processes. To that effect, the Republic of Montenegro will be intensively involved in all the activities of the SEE Stability Pact considering the synergy effects generated from recognizing the common interests and common work towards their accomplishment.

This progress is particularly visible in the area of telecommunication infrastructure, where Montenegro can be satisfied, relative to its overall economic and development position. This statement applies both to infrastructural assumptions and progress in regulatory and legislative environment.

The orientation of Montenegro is to be an ecological and information state. The preconditions for both the strategic interests of Montenegro exist. We are sure that overall political and economic circumstances are in favor of such commitments. Stabilization of the political environment in Montenegro, certain forthcoming arrangement of the relationships between Serbia and Montenegro, as well as the interest of the international community in the overall progress in this region, encourage our efforts towards the democratic, European, and also technologically advanced and integrated, Montenegro.

Montenegro is aware that its transport infrastructure may and must be better. We ourselves are making investments in it every day. But, of course, we are still behind the world of modern lines of communication and roads. Information and communication connection with the world gives us the opportunity for full equality and maximum utilization of the capacities. It enables us to take an active role in the information processes with the same assumptions as anywhere in the world. Still, we feel the best in the beautiful Montenegrin environment and that is where everything depends on us, on how capable we are and how able we are to take advantage of the opportunities offered.

Our ambitions are high. We are in the process of accelerated informatization at all the levels that will, through the implementation of e-Government, enable citizens to have a more efficient communication with the state and its institutions. For these projects we will provide easier terms in the supply of computers, as a prerequisite for the informatization of the society, we are preparing new legislation in this area and are creating incentive measures for employment and actual results achieved.

Regardless of our readiness and determination to attach significant resources to such objectives, we are aware that they cannot be reached without our active participation in integral development projects, which are demonstrated at this conference as well.
