Title: International Co-operation in Utility Regulation: Models for telecommunications in South East Europe

Summary of Presentation

The eSEE Conference seeks to promote regional co-operation in telecommunications regulation with a view to removing the constraint on growth and European integration that existing regulatory frameworks in the region represent. This presentation seeks to contribute to this goal by examining models for international regulatory co-operation that have been used elsewhere and assessing their value and applicability, both current and future, to regional co-operation in telecommunications regulation in South East Europe.

Within the time available, the presentation will not only examine international co-operation in telecommunications regulation, but will also review international and regional initiatives in other utility sectors, such as electricity, as well as other non-utility sectors, such as the banking and finance. The presentation will not only look at the EU model for regulatory co-operation as a model for regional co-operation in South East Europe, but also other models of international regulatory co-operation that involve greater and lesser degrees of co-ordination.

In assessing the applicability of these models to telecommunications regulation in South East Europe, the presentation will seek to identify a series of benchmarks or indicators that are necessary for the implementation of each of these models.
