Mr Andrew Taylor: Professional Biography

Mr Andrew Taylor is an Associate Director in the Regulation and Privatisation Practice at Stone & Webster Consultants. His background is as a regulatory economist, most recently working in the utilities sector, but prior to this, in financial regulation. He has a first degree in Economics from the University of Adelaide in Australia and a Masters in Utilities Regulation from the London School of Economics.

Mr Taylor is currently Project Manager for a team providing assistance to the Agency for Telecommunications in Montenegro under funding from UK Department for International Development. This project includes the provision of training and capacity building for members of the Agency as well as advice on the implementation of the new regulatory regime. This followed Mr Taylor's previous work as part of a broader team that advised on the new Law on Telecommunications in Montenegro.

Elsewhere, in 2001, Mr Taylor was Project Manager for the team that advised the Federal Ministry of Telecommunications in Yugoslavia in relation to the development of a new regulatory regime for telecommunications for the Republic of Serbia. (This project was also funded by the UK Department for International Development.)

Prior to joining Stone & Webster Consultants, Mr Taylor was a Senior Consultant with London Economics and an economist in the Australian Government, where he advised the Minister for Employment in relation to economic programs and issues as well as working in the Australian Treasury in the field of financial regulation.
