Barbara Dooley: Professional Biography

From 1996-2001 Ms. Dooley was president of the Commercial Internet eXchange Association, the first commercial internet exchange and association of internet service providers in the world. During her leadership of CIX, the organization was instrumental in promoting appropriate legislation and regulatory frameworks for the ISP industry in the U.S. and at such international organizations as WIPO, ITU, OECD, the European Commission and APECTEL.

From 1995-96 Ms. Dooley worked for Dimensions Enterprises, an engineering consulting company, where she negotiated interconnection agreements between Internet networks and worked with network design teams on network connections facilities. Ms. Dooley worked for Sprint International from 1992-1995 developing training and back office systems for new operations outside of the United States. Currently Ms. Dooley works as a consultant for institutions promoting telecom and Internet development in transition and developing economies.

She holds an undergraduate degree from Brown University, a graduate degree in East European Area Studies from the University of Kansas, and a graduate degree in business from National Louis University.
